I suspect that the downward angle and bend in the PCV hose by the transmission dipstick is creating a p-trap allowing oil mist and condensate to pool and restrict the vapor/fumes from the crank case to be sucked into the intake and then the pressure is pushing out the breather. Not sure what the baffle in the valve cover looks like either or if that could be restrictive too. Also, can the pcv valve operate properly on its side?
