This is still of concern at some level, but as noted previously, it's basically unenforceable since you would be allowed to operate any equipment you owned before the law was passed - gotta read the whole thing. I have a mower I use and a spare. Both given to me by relatives - no sales receipt but I own them. I don't like the trend or idea, but practically speaking, it's an empty threat.
