Here are a couple of possibilities.
  • 50 years of bugs in the AC condenser blocking air flow
  • Incorrect reverse rotation fan
  • Fan installed backwards
  • Defective fan clutch
Is the fan moving much air at idle? Does the air coming off the fan feel hot?
