At your elevation you need as much initial timing as your motor likes and still starts hot.
Get a timing light and start your initial at 16 and increase it 2 degrees at a time until it labours when starting. Then back it off 2 degrees.
At 12-1400 rpm you're well into the mechanical timing in the dizzy. The mechanical usually starts working at 850 rpm.
Don't bother with the carb yet!
