Yes you need the cover. It keeps the heat in the coil so it works properly.
The hose to your tranny hooks to a manifold vacuum port on your carb or intake. I see the end of the metal line beside your distributor. It should be hooked to a vacuum tree right there.
Did you know you can buy an electric choke conversion.

If the heat crossover in your intake is plugged (many are) your new coil might not work.
