I'd never mess with a brand new carb to bolt on a stock motor. I'd get it running as is. It will surely run somewhere near right and establish a baseline. Most likely it will be fine as is. Also, if you are going to change the cam and maybe the heads, might as well wait and tune the carb to whatever changes you make
