Deck the block, swap pistons, and mill the heads for now if that's what your budget allows. Especially if the gains are similar to just swapping heads.

In the mean time, or after it's running, find the exact set of heads you want and spend the time on rebuilding them with good valves and springs. And maybe even turning someone loose on them that knows how to port and can flow test them to squeeze the most out of them, and a cam that works best with the finished heads. I'm a believer in that most of the largest power gains come from the heads.
