You might really want to consider welding up that cross member before you paint the frame. It should be welded all the way around. You might also think about boxing the inside of the frame. That thing is going to see a lot of stress and those little tacks won't hold it. It would suck to drive over your front wheels...

You might also want to take the opportunity to blow the rear motor/trans cross member out before you paint it as well. Unless you are going to run a 54 235 in it with a stock trans, that thing is just going to be in your way. Grind and punch the rivets before you paint and you won't have to repaint. Depending on what you plan to run for a drivetrain, you may want to go ahead and get the cross members in now as well.
