Think of it as constant working torque and impulse torque, the term nut busting torque is a marketing ploy, you want the highest working torque.

Kinda like using a breaker bar and pulling with a constant 700 lb of force, then rearing back and jerking the bar. That impulse jerk will yield a higher "nut busting" torque number.
