What seals?? I only see a photo of the 3rd member. If they are like a 1 ton the axle is what is called a floating axle? if I remember correctly. There would be seals inside the hub that carries the bearings the rides on the sealing surface of the axle stub. Then there would be paper gaskets under the flange with bolt holes in it that actually turns the wheels and bolts to the outer end of the outer hub.
The wheel seals that seal on the outer surface of the axle housing tube have a fairly large inside diameter because the tube has to be large enough to allow for the axle shaft to pass through it.
