The electrical coil can be good, Pass an Ohm & Amperage test & still not mechanically work.
You can check the coil windings with a Voltage or Ground return through the solenoid. (Depends on how it's wired)
I use 4L60E TCC Enable Solenoids with great success.....Not so much with aftermarket replacements.
