It looks close to stock height to me. I should have my wheels back on tomorrow, and I can give you a height measurement then - I also have 12.5x33 tires.

As far as the steering, having shocks would definitely help. I would take a look at the steering gearbox and the rag joint, plus all the usual suspects like ball joints and tie rod ends.
