I would check to make sure your 'choke pull off' is operating properly...and not leaking.
It is easy to test simply push it all the way in and put your finger over the hose....it should hold position and stay in.

That might be why your choke is wired all the way open....due to the fact that your choke pull off might not be doing its job.

Do you have another pic of what that temporary choke wire is connected to?
....is it on the end of a small hollow tube protruding straight out from the side of the carb and out through the linkage.....and does that tube have either a vacuum hose on it or a end plug?
It needs one or the other.
