Terry they bolt the metal arms of the arm rest to the seat frame. Some of the seats I have pulled apart have used 5/16" hex head bolts on the lower portion of the bracket but all of them I have pulled have used this screw on the top back of the bracket. I just think it looks cleaner with all of them this style
