If in doubt, read the Technical Data Sheet for the products you are using as it will give you the correct answer every time.
Generally speaking, metal work is performed, then epoxy primer is applied, then body filler, then high build urethane primer, then paint. Spray filler is for hacks so avoid using those products at all costs.
