I cannot believe you are still 'considering' sending in the dispute. I realize you are trying to help this guy save face, but at this point I don't think that is possible or in your best interest.
You ordered the bumper on the 8th of April. At this time I am sure he took a deposit of some amount.
You received an incorrect bumper on the 22nd of June and he took the rest of your money.
Now it is the 12th of July, 3 MONTHS since you ordered- almost 1 month since you received the wrong item- and you still do not have the bumper you ordered or a resolution, while he has your money.
You are being way to nice and accommodating, and it is obvious e-mails are not going to resolve this issue. Send in the dispute forms today.
