More and more this is sounding like a ground issue to me.

I might suggest trying each headlight individually (with the other 3 unplugged) to see if it changes. Then I'd get my multimeter and check each plug for proper power on both high and low settings. I'd check for power using both the ground on the plug and then a separate chassis.
