Painting Engine Block

Had my engine block tanked a few months ago and in the mean time (every week or so) I'll put a pretty liberal amount of WD-40 on it each time.

Is there any way to remove all of this WD-40 from the block where I need to paint? I need to still pressure wash the block in order to get it clean completely.

About the pressure washing - how do I go about this? Do I pressure wash into the water jackets? Wont the water get stuck in there and create rust?
