I emailed Classic Parts about this issue, and they were pleasant enough to explain exactly how this works out. The fuel filter basically slides into place over the center tube of the filter assembly that originally went through the center of the metal piece. You can't really see it, but you can feel it there, and the new filter's center hole will hold it on fairly snugly, no spring or anything needed. Hopefully that makes sense.
