Pull the dip sticks on the engine and tranny and check for signs of water. You could pull drain plugs as well and see what comes out. If the engine turns over by hand it will run. Stay on him about the title, the longer it goes on the less recourse you have for getting your money back. The carfax thing and the run around make me think there is not a usable title for it.
