I have heard that Phillips head screws (actually more like 5/16" Phillips head bolts) are what was normally used. However, from day one, my early 69 Fremont built truck had hex head 5/16" bolts like those used to mount the seats.
Also, for what it's worth, the top and bottom sections of 69 consoles (at least early 69 consoles) were fastened together differently than later consoles. The assembly manual clearly shows the difference.
