Depends on the resin used. Some have UV protection, others don't. You will want a quality resin like what is used for surf boards. You can get a number of gloss level finishes and you could even top coat it clear with a UV protectant. If it's going on the dash, UV sun exposure would be your biggest issue.

Yes, you can do it. But if you want to keep it from yellowing, make sure you use something designed for sun exposure vs. a resin you topcoat.
