I think it is one of those don't ask don't tell kind of things. If you restore it nice enough that they cannot tell if it has been repainted then I think is fine. I have actually seen guys run the white and blue California plates that they have painted the old California black and yellow, I asked them if they have gotten hassled by the police and they have not seemed to of had any trouble. I would not do it but it seems if the plate matches the registered car and driver then the that is mostly what the cops are interested in.
My plates in post #7 are restored and I have run them for the last 3 years. The front is powder coated and the back is just retouched with color matched paint.
