If you have a good quality locking cap (like the all metal ones with the red warning label on the front) and you can't pick the lock, find someone who can. It will be cheaper to pay a lock smith than to tear up the fill hole and visit a bone yard to get a new part. I was able to pick the lock on my old one, but it was a cheap piece of cr@p plastic one.
