I would be removing all ground straps and cleaning the areas of contact with a wire wheel and sand paper, then replacing each...

Make sure you do the body to chassis ground straps...as the dash grounds through the body....

If no improvement, pop out the sender unit and make sure the float hasnt fallen off...seen it before...
