No additional paint, at least in the normal process.
All the fender attaching bolts should be either black or cadmium silver. (one vertical bolt at the a pillar, one horizontal bolt in side the door, one horizontal bolt at the bottom of the fender dog leg - shot outboard from the pit - and about 7 at the nose of the fender to the radiator support).
I suppose if there was some paint repair going on out back some overspray could have gotten on some of the bolts.
