What is your time frame for the full paint job?
What is the planned quality? High end show or looks good at 20 feet?
If the time frame isn't too far out and planned quality is looks good at 10 or 20 feet, might try a wire brush in an angle grinder followed by a single coat of Rustoleum. A single coat of spray paint should wire brush off fairly easily once you get to the full paint point.
