Most of the time when the filter/reg is plumbed up wrong is from the getgo...installer just hooks it up wrong...
make sure it's like this drawing...
From the pump is the offset fitting...the bypass back to the tank is the center fitting..the other end to the fuel rail..

And taking the line loose and letting a garden hose stream of gas pump out is just asking for a fire...
I'd have showed my tail if they did mine that way..and told me about it later
They need a pressure gauge hooked to the Schrader valve...that's the only way you'll know what you have..
