In 1964 at 15 years old I worked installing tires at a tire store as my first job. We sold a bunch of those "Port-A-Walls" for every car model imaginable. Western Auto also sold a million of them over the years.

An inner tube (pre-tubeless tires) was REQUIRED to install the "Flappers", and I would think you would still need to run them because of sealing issues. You basically deflated the tire, stretch the whitewall bead to the inside of the wheel bead, and re-inflate.

As you can imagine, in hot summer driving the Port-a-Walls would eventually give up the ghost and decorate the roadways with little white "alligator tails".

Just my 2 cents.
