Don't worry so much about "out of the weather." In our fleet vans the pcm is below the brake booster and master cylinder. After 300k miles there's so much garbage covering the pcm you can't even tell its there.
Please use a plastic bracket or plastic spacers when mouting the pcm. The case is aluminum so bolting to a steel panel with steel or stainless steel fasteners immediately begins to create corrosion. Using nylon spacers to prevent aluminum to steel contact is a good idea.
