Its a Dupli Color paint called Metalcast which gives it the anodized look. My engine builder painted the block with it on top of a engine red to give it a dark blood color. I liked it so much I stared painting several small thing to set it off (the front trim, shift & blinker arms, intake & rear diff cover).
It comes in several color but the Red and blue are the easiest to find at a local parts store.
