I'm assuming (bad idea, right ) that it's because there's not much of the CST hardware out there. anyone w/out the panels originally doesn't have the hardware so this is an option for them. Like my blazer that didn't have it. Plus, I like the way my panels look covering the end panels vs having those painted panels showing between the panel. It's a sleeker look IMHO (FWIW)
