I don't remember seeing any 5/16"1-18 body fasteners that were not black phosphate but never say never.
From what I have found, AUVECO was the original supplier to GM on these fasteners "back in the day" and the new ones I've bought from Rock Auto appear to be the same exact black phosphate bolts with a swaged-on washer that I've pulled out of literally dozens of original 67-72 trucks.
