Again no reason to be worried. It could be the AC cycling. It could be a number of things but if it's reading 13 and above you should be ok. Do the lights go dim when you let off the gas. It could be belt slipping even.
Then again it could be the gauge but as stated you would need your meter hooked up where it's connected to see.
As long as the battery is getting 13 are more volts when everything is running your fine.

After talking to tech support at Air Lift I have found out that the kit I need is 60811. Per the measurements I gave them. Ride height of truck inside spring and inside diameter of springs.
