I suggested a thin layer of lithium grease on the metal ring so adjustment would be easy without binding.
The plastic ring (is it nylon?) is likely a spacer that allows the shift hub to move smoothly without having metal on metal. A little lithium grease couldn’t hurt.
Let’s see what others say.
