So after a little bit of rework I finally have a good working system. Tank fluid level rises ~1" when the engine is hot.
13# cap works great!
My WAG is that the coolant should stay slightly cooler (when under heavy load) because the radiator is now always full vs ~4" below the filler cap with the factory 'dump it overboard' design.
