The 402 was introduced in 1970.

GM was developing the SBC 400, but didn't want a SBC with a larger CU, so they punched out the 396 to 402, and slapped on a 400 emblem to test our limits.

Course that wasn't enough, so on some they slapped on the 400 emblem, SPID read 396, and featured a 402 under the hood, and/or any variation of the three. Make sense?
