Needing to go wot to start it means it needs more air to mix with the excess fuel in the carb/intake.
The smoking isn’t from heat. It’s excess fuel vapour. Looks like smoke.
Any carb that floods does that.
Look in the carb while cranking it over or when you get it running. Any fuel seen at all means it’s flooding.
Could be dirt in the needle/seat or a sunk float.
