Man hate seeing this..you do know you can go back on guy who sold it to you for smog repairs. Small claims court(DMV is no help here) and you will likely not get any cash BUT DMV will make his life miserable. And if he title jumped it's even worse.
"The seller is required to provide the buyer with a valid smog inspection certification at the time of the sale or transfer. Smog certifications are good for 90 days from the date of issuance."
SELLER is responsible for vehicle to pass smog. Cal law.
