I don't think the headlights are on a fuse. Usually that indicates either burned out bulbs or a bad dimmer switch. A dimmer switch is really cheap, probably less than ten dollars. Use a voltage tester at the plug on the headlight, if no power there then check the dimmer switch. One wire at the dimmer should be hot when the headlight switch is on. Oh, and check the ground wires... Each headlight plug should ground to the body, the body should ground to the battery.
