Normally this would be a shorted dark green wire in the tail light brake/turn wire. If that were the case it would blow the fuse when you applied the brakes as well.
If you unplug the turn signal switch harness on the column and do a continuity check to ground on the right turn signal light wire. You can tell if the harness is grounded. Since you have removed the switch and no longer blow the fuse, it points to the TS switch. I would speculate that it isn't a wire that is shorted to ground but that you have something missing or installed improperly in the switch itself.
