You didn't get "Philips head bolts" because I didn't have any.

Very few of them I have seen actually have the philips head screws at the top. Here is the picture of the one I sold Rich (first two pictures) and one I still have on a short bed side. If you notice, both of them have hex head bolts in them. They are also mounted the opposite way on each bed side and one is mounted on the passengers side ahead of the wheel well and one is mounted on the passengers side behind the wheel well. Obviously there is every configuration under the sun because a lot of them were added by the owners.

Last picture is a picture of the screw mentioned in a couple of posts that looks the same as the original philips head screw for the tire bracket. It has a flatter head but I'm sure no one would notice that unless you are going for a 100 point restoration.
