From that year I would say everything would fall under the emission law!
Sorry I couldn't resist! I would think that it wouldn't have had cat's, but I can't say 100%. How strict are the emissions up there? A lot of places here in the states don't really focus too much on the old trucks, just mainly on the newer ones.
