No, the premise behind POR-15 is that you "paint over rust". I wire brushed it to get any loose bits off, but you're not supposed to sand or sandblast before POR-15, or sometimes it's been known to have adhesive issues and will flake off.

Wire brush, paint on the POR-15 with rubber gloves and a disposable brush, then spray paint over that when it gets tacky. Hope this helps.
