My opinon, shooting laquer on his 70 would be a negative in terms of appearance and durability over the long run. I would also think that resale would be higher if he had a nice mirror finish on it easily obtainable with a good quality BC/CC system in the stock color. Laquer has a tendency to be higher maintenence and, over time, crack and check needing a strip before anythin is applied over it again in the future causing frustration to the owner.

All I can suggest is ask around at your local paint retailers and see if they suggest something. Go to www.autobodystore.com or www.autobodyonline.com and poke around over there too, they have forum sections.
