Is it a external or internal pump? Brand and size of pump? External are always a bit louder than the internal. I have a Walbro 255 pump internal type in my 68 C10 and has a bit of a whine to it that can be heard sitting still but you can't hear once you get rolling down the road.
If its external yes rubber mount it.
