On the chrome part, I circled in white, you can see the little square holes.
On the buckles, circled in white, there are little tabs. With a small screwdriver you need to get the little tabs to clear the holes on both sides. It can be tricky, but be ginger or the buckle will crack.
Now once you have the little tabs released, push the buckle forward so the tabs circled in red will not snap off. Once you clear the top of the buckle, it will come right off.
