Clean up the loose stuff with a wire wheel and die grinder discs. Rust remover/metal prep or converter comes next like other the brackets. Applied 2 coats of the permanent rust sealer/primer and follow it up with your bedliner, chassis paint or undercoating.
The aluminum pigmented permanent rust sealer cuts off both the moisture and oxygen to the steel. Whatever rust is under it cant continue
