Using a die grinder with a cut off disc to remove the brass is a piece of cake. But post photos so we can see exactly what you are talking about.

The heat idea is good but first you have ground off the majority of it, melting it all over spreading it out isn't a good idea and warping the fender too, grind off most of it first.
