There is a special tool but you don't really need it. If you look at the front face of the pulley there are two holes, one on either side. What I did was run a piece of heavy wire or a bent up coat hanger through one of the holes and then wrapped it around part of the water pump to anchor the pulley and then just turned to fan off with a wrench. I beleive it comes off counter clockwise.

Idea what size wrench you need? It looks huge, I know my 1 1/16" wrench didn't fit.
